Yes, there are many people who violate this rule. Several buoys this year have already been moved back to within the 25' of the dock. The lake is public and everyone including boats has access to anywhere the water touches. It is illegal to try to section off areas of water unless it is permitted by the Marine Patrol. The buoys are a courtesy that is allowed as long as people follow the 25' guideline.
