In order to be in the Tallapoosa River and not the Lake Martin basin you must go several miles upstream from the RR or 280. The head waters of lake martin are at what is called the shoals, almost to Horshoe bend. I dont think you will be taking your fountain up there.

Good luck getting around the law, since it appears to have been written specifally for those type of boats.
