I know there are volunteer groups currently talking with the appropriate people about a lake cleanup but I don't have any other details. My recommendation would be to wait until that happens and then volunteer and participate. I understand it's frustrating and can be a helpless feeling, but some of the materials in the water are hazardous and are probably best left where they are for now.
