It's a little unclear how this will work.  The new permit was issued in December 2015 and they stated it was effective when issued.  The permit states that the 10-foot drawdown will occur every six years.  Six years would be December 2021 but the extra drawdown could not occur until December of this year.  It may be that they will start it in the fall of 2022.
