Unbelievable invincible ignorance

Coming up the creek today after an early morning boat ride and witnessed stupidy on a grand scale. A pontoon boat was pulling out from a pier and had four people sitting on the front deck of a pontoon OUTSIDE THE GUNWALE (RAILING). At least 2 were young enough to require life jackets, maybe they all were, no way to tell at the distance we were at. Of course none of them had one on. I would be surprised if they even had properly fitting jackets on the boat. So me being me I hollered and pointed to the kids and said that is illegal and dangerous. The driver jumps up but instead of making the children move inside he closes the side gate of the pontoon, which I not even noticed was open. He hollers back and says thank you and just smiles and waves. Had I been driving I would have turned around and chased them down and given them a proper tongue lashing. I might have gotten shot or cursed out but at least he would have known how to keep the kids safe.
So here is my question, what would others have done in this situation? If it was adults I would have ignored it and let the Darwin Principle rein supreme, but these were kids. One looked no older than 4-5 years old and was bent over the front looking down into the water. Chop throttle and that kid is overboard and headed straight into the prop. Am I out of line for wanting to chase them down and educate such fools or should I just let it go?
