I don't think it is a scam. It appears to be a legitimate governmet website that refers people to "HUD approved" counselors who aren't going to rip people off. I have a feeling that the counselors give advice to people on what to do if they are eligible for some kind of assistance program.
There are a ton of websites and 1-800's that pray on people's panic. They charge them huge fees and don't do anything for them. In some cases, they charge a fee for a promise to deal with people's lenders and have the borrower's make the payments to them. But, the lenders won't deal with them and the borrowers end up in a biggr hole.
My BIL specializes in bankuptsy law and sees these kind of rip-offs all the time. While he mostly deals with businesses, since the crisis began, he sees some individual cases. He says it is heartbreaking how scared and panicked the people are.
