Hydrofoils are a bit different than what I think you are referring to - think "Thunderball". Trim tabs would certainly do what you are seeking, and allow you to compensate for out of balance loads, but are not inexpensive. Are you thinking about the foil/wing that goes on the outdrive and attaches to the cavitation plate?
