APCo is required to push downstream a minimum flow of I think 4650 cubic feet per second into the Alabama River and right now they are meeting this minimum flow requirement out of the Coosa Basin. And are holding back the water in most of the water in Martin till the headwaters of the Tallapoosa (Harris Lake or Lake Wedowee which ever you want to call it) is full.

Right now Harris is about 3 feet below full pool or thereabouts.
