The radio broadcasts were instrumental in the lead up to the genocide. NO, they didn't start out saying that the Hutu's should pick up machete's against the Tusi. It doesn't start with violence, but that's the end result.
In the early days, Hitler wasn't advocating killing Jews either.

But in both instances, one group played on situation and the fears of another.

I'm sorry I can't tell you which radio station it was. No, they weren't advocating violence at this point. If it had, I would have made a phone call to the FBI.
