Never tried it, but here is one from the Chevy's Fresh-Mex Cookbook:

2 cups of fresh whole Jalapeno chilies
1/2 cup white vinegar
1/2 cup water
1 tsp salt
1 clove of raw garlic, sliced

Combine all ingredients in a saucepan over high heat. Bring to a boil, then remove from heat and let the jalapenos cool in the liquid. You can serve this immediately or in an airtight container in the refrigerator.

I don't see why you couldn't pop this mixture into a canning jar and process for longer term keeping.
