Mildew Prevention Idea??

Situation #1-- Ski boat in a closed boathouse year round, no boat cover ever. Never, ever had a spot of mildew, even though exposed to moist, stagnant air. Situation #2- Fishing boat in an open boat shed completely out of the weather, sometimes under a cover, sometimes not. Doesn't seem to matter. Mildew all over the seats. Gotta' wonder why?? Mildew experts? What if I leave the boat covered unless in use and set up an exhaust fan under the cover, on a timer, to either draw in air or exhause air under the cover,,,, or at least cause some air movement?? Would that help?
