I would say that you had justification, but I would be carful about how far you go. Some people may retaliate in the form of vandalism to your property or steal something arounf your pier. We have fisherman all the time at our dock light and when I don't want them there I just go down there and start fishing myself and they take the hint and leave. If this guy didn't take the hint and leave when you shut the lights out I would say he is and a-hole and would have not taken it any further for fear of what he might be capable of. He could be some toothless redneck who licks to screw with people.
