Outboard smoking why?

My Dad has an early to mid 90's 150 HP V6 Mercury outboard. I believe it is an oil injection unit that was disabled in favor of using premix. He uses Quicksilver 2 stroke oil mixed 50:1 with 87 octane ethanol free gasoline.
When its first cranked using the choke / high idle it will smoke so bad you can even see the boat. After warmup, at idle it will still smoke an excessive amoutn and doesnt seem to get much better regardless of how much you run it.
The boat is not used much - maybe once a month spring - fall. What can I do to get rid of / decrease this smoke? I've had several outboards i nthe past and none have ever smoked like this.
I'm thinking it might need new rings? what else can this be an indication of?
