I agree with you, public employees should not be allowed to take the 5th, for things that they did in the official capacity..  Especially when you  has been given immunity.  But is he being asked to testify as a public employee or is he being asked to testify as a private contractor to the Clintons?  If that is the case, he's probably being paid off by the Clintons to keep his mouth shut and take the 5th. 

Being close to a high level official is a dicey game.  You can't refuse to do something (if you want to keep working), and if you do what they ask you to do, you can end up in the meat grinder.  Feces flows downward.
