Any government employee (former or current) is required to submit a book that they have writen to the government for review to ensure that no classified information is contained within it. It wouldn't be too hard for it to be leaked, once a Congress person found out where it was being reviewed. I don't know if you remember several years ago when that SEAL who claimed to have been the one to kill Osama, wrote and published a book without the government review.
I would imagine that an additional challenge with the Bolton book, for the WH to claim executive privilege and redact whole parts of the book. But the thing is this - the book is how Bolton remembers it and how he perceives intent.
I was talking to a friend today who also remembers John Bolton - he has an ego the size of Texas, he is an ultra hawk, and he acts like his opinions are fact. I don't know how he wormed his way into National Security Advisor or why Trump thought he would be a good one.
As far as I'm concerned, his book is no more important than the book "anomymous" wrote a few months ago. I'm sure Bolton's publishing house is loving all the free publicity his book is getting.
