All personal flotation devices, including the Type 4 throwable PFD - can be kept in storage compartments as long as the compartments are not locked and the PFDs are not buried under other types of gear, i.e., fishing tackle, coolers, skis, etc. 

All PFDs must be accessible. If an operator has to move people around in the boat, move gear, unlock the storage compartment and then wade through boat covers, anchor chain and line, etc. - the PFD is probably is not going to be of much use in an emergency.

Not many people understand this - but the importance of the Type 4 is the "throwability". It's much easier for a person in distress to clamp onto the square seat-cushion Type 4 or the ring buoy than it is for anyone to put on a traditional Type 3 jacket-style vest in the water. If you don't believe me, try it next time you're out on the lake.
