Not what I heard. I heard him say if he declared it an emergency and moves forward without the dems support the government would remain shutdown until the wall is complete. The best part to me was the liberal reporterette who tried to berate God Emporer Trump because he campaigned on a concrete wall and now he's talking about building steel wall, so to her and the Archie's and gone fishings of the left that is another lie he told. He informed her that steel is stronger than concrete and moved on. Then the  microphone was taken from her but she continued to scream at POTUS. The God Emporer Trump cut his eyes at her was priceless. Considering the rules of decorum that have been instituted she just may have lost her credentials today. It also shows just how desperate the isto try and "get" POTUS.
