I think the answer might be politics.  Sometimes you benefit politically from not solving a problem.  Here is a great example.  When I went to India we went to Bhopal (where the Union Carbide accident happened).  When there we learned that in 25+ years since the spill not one thing has happened to clean up the site.  Waste is still sitting there in tanks, soil and groundwater is contaminated, etc.  I asked our guides how this was possible and they said the politicians got a lot of mileage out of expressing outrage toward Union Carbide and ginning up resentment and animosity with the electorate than they would solving the problem.  An extreme example maybe.......but maybe not.  Sad either way and just one of many reasons I would never venture into the world of politics.

Sadly, I think Obama and the Dems in the Senate and some in the GOP that may have concluded they will benefit more by not solving this problem.  There are lot of freshman GOP congresspeople that are hellbent to solve the budget deficits.  We just need more of them.
