The markets are generally driven by expectations of future improvement as opposed to today's circumstances. They respond to the news of the day as they think it portends the future. That's why the markets move more in relation to "analysts" and "expert's" estimates more than the actual news itself. That's why most of us without the time to do the serious research have to rely on the 7% return over time, dollar cost averaging approach to investing in the stock market and then pray you don't need or have to take out the money during a correction.

I think the general consensus is that despite this recession not being much worse than the last two big ones, while the recovery has been really slow due to the nature of the correction (the meltdown in the financial markets and the feckless response from the government) we are seeing gradual improvement. They are betting we are near or past the bottom.
