We have Troy Cable available here in Enterprise, AL and they must be smoking something other than cigarettes with their pricing.  I don't know anyone personally having service with them so I couldn't tell you what kind of service they have.  I will say their staff was extremely nice when I talked to them but for I'm getting form Time Warner (which I'm not a big fan of either) is $145/mo Troy Cable would be around @220 for about the same service.  I don't imagine they'll be here long.  It would be nice if we had a competing cable company here.  Emphasis on "competing".
