Speaking of rule slippage, does anyone know why the building stopped on the lot they created up near river north? It is right before you turn to go up to river north from the big water. Looks like they built the lot, poured the foundation and then stopped? If a house were built there it would block the view of 3 or 4 homes that were already there.
