If you think back, I don't think Bush was criticized until well after the fact about Katrina. The only thing that I remember him being criticized for initially was how long it took him to get down there to survey the damage... But, as we both know, that's just a photo op. He had no idea that Brown was about to quit when Katrina hit, and that there was a severe breakdown between DHS, and FEMA as a result of the reorganization.
I seem to recall in the early days of Katrina, there was contretemps between the city government, the state government and the federal government over who was going to administer the help.
In the case of Haiti, I'm hearing that, as usual, they are having problems getting the help out to the people who need it. Gas is in very short supply, so trucking is not viable. Apparently the arrival of helicopters is critical. No doubt there is some infighting going on with the corrupt officials too.
