Why-oh-why don't the counties establish water systems instead of this awful conglomeration of private water systems that are undercapitalized and in some cases way too political. Water here costs more than big cities that have big city overhead and problems. Maybe the question is why do the citizens put up with this? The counties could condemn and buy out these little fiefdoms anytime the public demands it. Am I missing something?
