It would seem to me that the risks of eating raw shellfish are well known -- and if you consider that only about 15 people die a year out of the population of millions, the risk isn't too great.
The FDA has been under the gun to make food safer. They don't have enough inspectors to go after the meat and poultry industry, so I guess they decided this was something that they could manage.

I think if you are eating raw shelffish and you have a compromised immune system then you probably should die from stupidity.
