I admit I am wrong. I checked and while it is appropriate for business people to bow (slightly) to Japanese business people (right before the all important business card exchange) there is no protocol that covers the President of the US bowing to Japanese royalty. Additionally, having looked at the picture, I'd say that Obama overdid it by about 30 degrees, if he was hellbent to bow.
He really needs to fire his Chief of Protocol, if that is where he is getting his protocol advice. Or else he needs to start listening to him/her.
I'm not sure it's quite faux pas that you all would make it out to be.
