It's called a "Congressional delegation (CODEL) and they do it all the time, both sides of the aisle.
They arrive in a country, our Embassy then has to provide "support" to them, setting up appointments, shopping trips and whatever else they may need.
It's more like a paid vacation, and nothing much ever seems to come out of it.
