This one is particularly interesting. All companies which have announced negative financial impact from the legistation are publicly traded, and as such, subject to SEC oversight and regulation. Further, the executives of these companies are subject to criminal prosecution under Sarbanes Oxley. So do you really think they are going to report a $100M - $1B "made up" number in their quarterly financials?
