I think it would be a great idea if they let the states administer the fund -- except the State politicians would probably find a way to cyphon off as much as they could to line their pockets.

I would never argue that the Federal Government is the best body to administer a fund to help the local people. It's too slow, too cumbersome and they would find a way to screw it up, resulting in more lawsuits. I guess I'd like to see it administered by an independent commission, much the way the 9/11 fund was done.
