I was thinking more about the kind of school programs and after school programs that keep kids off the street and engaged with adults who care. Exposure to role models that are the local drug dealer. Programs that involve fun that doesn't involve weapons or crime.

Of course, I believe in traditional marriage, because that is the culture I come from. But it's not the cultural norm in the hood. Not many role models. Remember the Million Man March (forgetting for a second, Louis Farakan) -- remember that the men there were taking a pledge about taking care of their children and being a part of their lives? What happened to that?

Abstinence? I think it is an ideal concept, but raging hormones amongst people that don't even view traditional marriage as a possibility? Doubtful. Better to educate them about birth control, and cut off their welfare after a year. Money talks in the hood. (or so I'm told)
