Well, I don't know exactly what you read, but the "plate" I assume you are reffering to is the cavitation plate just above and horizontle (spell check) in reference to the prop shaft. With todays prop technology, I would place that "plate" as you call it considerably higher than the water line. You only need about 2/3rds of the prop in the water at speed. I would say you are right about what you are seeing and thinking. If you change your prop height, just make sure it still pumps good water at speed.
