Amen!  If the money had stayed in the originating jurisdiction there would have been more available to spend on the project.  Every time funds pass through a beauracratic agengy a percentage is siphoned away leaving less and less available for the projects wanted and needed by the locals.  And that doesn't count the loss when all of it that is left over is sent to California to save the --------- (name your lease favorite endangered species), or to fund a bridge to nowhere!
