There should not be any 90wt oil that high up the shaft. I am no outboard expert, (I employ one) but all of your gear lube is contained in the lower unit. Better have someone take a look and see. Its quite possible it is an easy fix. I will be glad to help you should you choose to do business with us. Let me know.
