it would be beyond outrageous.

I'm not familiar with the concept of "reimbursing" a foreign government for our visit, because so many of these visits are "reciprocal", but I guess in the case of the President, it's possible we're picking up the tab for additional security.

India has not been eager to embrace the US, at least not as eager as we would like them to be. I think this is because they offer us much more than we can really offer them. There is probably some technology and some intelligence they would like to get from us.
