You are right about many owners not keeping their dogs in and not being responsible for their damage. I can't say how many times we have cleaned up garbage after the dogs have knocked it over. But I don't think that is license to shoot a dog. Maybe they should shoot the owner instead :-) The other side of the coin is if you have a dog no matter how careful you are it will get loose on rare occasion.

The LARGER problem is some owners will not get their dogs spayed & neutered. Many times this is caused by a Neanderthal attitude that projects feelings about sexuality on to the dog. Trust me. The dog really doesn't care. The chances that a dog will roam, cause problems and get injured are greatly reduced by neutering. They will be happier and much better pets. And we won't have as many abandoned dogs that die horrible deaths as a result.
