The best idea as posted here is to keep a long handled brush at the dock and just sweep the steps clean. The inherent problem with putting down a rough surface is that the additional surface area supports more algae growth faster. If you have to do it then do the Overton solution mentioned above since the rubber particles offer less surface area.
