All fall under the catogory of "IMPROVEMENTS". Just as with non-waterfront. Permanent is subjective. If it is obviuosly for your exclusive use, then it can be considered an improvment. Here, as in most all cases, seawalls and piers do not even belong to us once we construct them with permits, but they are considered improvements on our property assessments.
