In most textbook cases, I would agree. But if the HO is having his water turned off and if the water heater was not installed properly, i.e., with an anti-siphoning device, it could drain the water heater when you drain the rest of the house. Granted, some of the newer and better water heaters have this built in the dip tube, or if installed correctly with a vacuum breaker on the cold water inlet pipe, it would not be a problem. But as I found out years ago, Murphy (as in Murphy's Law) must have been a plumber.
