I think if you stand up at a public forum and say to someone "you're dead" that is a threat.  Maybe the speaker meant it metaphorically, but how would the receiver of such comment know?  Especially in this day and age.  If between friends, someone says "I'm going to kill you" that's not a threat -- unless it is said in a seriously threatening way. 

Saying someone is lying is much different than saying something that implies bodily harm. 

I think the point is that you are responsible for your words.  Say what you mean.
