Additionally... and this is a primary reason for the limitation of powers in the Twelfth Article… ObamaCare imposses mandates, obligations, and regulations on the states which are unfunded by the law.  Medicaid for example, is overloading the finances of some states.  Medicaid has been forced on the states by the federal government, but grossly insufficient funds come with the mandate.  The states fear that ObamaCare will be just another crushing federal program.
