Concrete can be successfully poured underwater. The trick is to not let it fall through the water collum. Install the forms underwater. One way to pour small amounta is to get a pipe with a door at the bottom. Fill it with concret, lower it vertically to the bottom inside the form, open the slide door and lift the pipe. The concret will flow out and displace the water.
  Another way is to pump it down into the forms. A rubber ball is inserted into the hose before the pour and concrete pushes it down. It pops out when the mud reaches the bottom.
This keeps the comcrete from segregating  as it would if it fell through the water collum. It Concrete actually sets up stronger wnderwater than on the surface. Don't forget to put plenty of steel reinforcement in it. Concrete will usually crack but this will keep the pieces frorn separating.
