Well, there's another assumption...."the previous owners are inconsiderate". There are many people who try and contact Doctors and Real estate agents from friends to family to clients to prospective clients to solicitors. It's more than likely the previous owners did notify their friends, family, and active clients of a new number. That still leaves a lot of people likely to call an old number listed on old cards, old Rolodex and address books, and old phone books without the previous owners being "inconsiderate" .

Sure, Uncle Sam has the right to keep that number, but the quickest and easiest way to a solution is to change it. I also highly doubt the previous owners know anything about this or that they could do much about it even if they did.
