From a strictly financial point of view, it probably doesn't make sense. I'm not sure how your source arrived at their $2M figure.
But, without the retirement benefit, I'm not sure you would get the high quality people making the military a career. It would be financial suicide to spend 20 or so years doing something with as many sacrifices as the military requires, without the retirement.

And I personally believe that we are being very short sighted in eliminating retirement benefits in private industry. It's going to create a huge financial crisis in the future.
