I agree with the zero based budgeting as an intellectual exercise. Everything should be on the table and given a hard look. But, I think one also has to consider the long range impact of the decisions that are made. And attracting and keeping high quality people for a career in the military has to be considered when looking at military pay.
But, I'd rather seem them cut wasteful equipment acquisitions and leave the military retirement pay alone. But, defense lobbyists and Congressional scaredy cats won't ever go that route.
