Sadly, this has been going on forever. It's not an Obama initiative, if that is what you are suggesting. This is part of the good will nation-building" that we do all over the world. New roads, new schools, helping them restore Mosques, new water treatment plants, biodiversity, medical programs, food; land mine clearing
not to mention the "crisis aid". "Let's build an igloo in the desert and see if it melts". Additionally, we have been handing out millions to Afghani village elders with no return. We're hoping to win them over, but in fact, they laugh at us.

Additionally, foreign countries require 110% "offset" from our companies when they sign contracts with US firms. "Offsets" may take the form of jobs in that country as part of the contract, future work, technological transfers, "nation building" projects, or just taking that countries products as partial payment. A whole career field of managing "offsets", i.e. putting together deals, finding a market for those products has cropped up.

You may recall that I have been saying that for some time that we need to revisit all of the foreign aid that we provide. People would be shocked if they knew the full extent of $$$ that we send overseas to create "good will". We get very little for our money. There is no quid pro quo.
