According to the link below, it sounds like this was a initiative by the city, not by the Justice Department as your article would suggest.

Apparently, police and fire fighters are governed by civil service exam standards and Dayton had to get the DOJ permission to lower standards. DAYTON wants to lower the standards to fill jobs being vacated by retirees.
