I'm a cynic. Don't believe there was no quid pro quo. Sounds like the old "foot in the door" to me.

Possible explanations:
1. Companies approach the US government all the time with "great" ideas, but there can be a variety of reasons that it isn't what the company claims. It may not be compatible with other systems that already exist (this is what I mean by foot in the door), it may be too expensive to implement, or it may be too difficult to maintain and update (another foot in the door)leaving IBM as a sole source and allowing IBM to charge whatever they might want in the future once the freebie was implemented.

2. There are acquisition laws that have to be considered and one of those involves competitive requirements -- if the Administration allowed IBM an inside track, any other computer company would have to be allowed the same opportunity.

Before you tar and feather me as a bureaucrat, I am the very person who has often lamented why we couldn't hire IBM or some equally renown to automate the government's computer systems. If any administration could bite the bullet and spend the money and just make ONE Department completely computer compatible, it would go a long way to making government more efficient. Just my humble opinion.
