They wouldn't be perceived inept if this CEO wasn't running his mouth in the media about his "free" solution. He's probably hoping to bring public pressure to bear to get his foot in the door. If the government spent all it's time explaining why they aren't taking companies "good" ideas and offers, they wouldn't have time to solve the real problems.

I still am calling this "the old foot in the door" with a bit of political posturing thrown in.
