There are a lot of situations where the Cabinet rallies to protect the President and give him plausible deniability. You don't put the boss out there to get his legs chopped off. This has been true of every Administration -- at all costs you protect the President or whatever Senior Official you are serving.
Yeah, sometimes they step in it anyway, but Rule One is Washington is protect the boss.
But don't take my word for it.
