Recently viewed a video of a Ted Poe speech in the House of Reps. He described, among other things including cost/benefit, how foreign aid is budgeted as a lump sum, without earmarks, with the evntual allocation left to the executive branch. Poe has proposed a rules change, whereby House members vote up or down on aid budgeted for each nation. This would certainly lend transparency to the programs. As taxpayers, we could gain understanding of the stated purpose for each allocation, and provide input to our reps regarding value/waste.
