I think it is totally rational to make sure that the money that is being provided for "welfare" is actually going for what is intended and not for drugs.

I used to be subject to random drug tests and I never had a problem with it. If you don't do drugs, you have nothing to hide or worry about. I think whenever you take a handout, you've got to expect to dance to the tune.

For the record, I'm also in favor of welfare limits.
